Frank health insurance review

Frank Health Insurance is a brand of GMHBA Limited, a not-for-profit, member-owned insurer based in Geelong. Frank sells a simpler range of hospital and extras cover online, to anyone in Australia, and its figures are reported as part of GMHBA's.

This review sets out what Frank sells (from the Government's product data), who stands behind it, and what the GMHBA figures from the Ombudsman and APRA show.

Who is behind Frank

Frank isn't a separate registered insurer. PrivateHealth.gov.au lists Frank Health Insurance as a brand of GMHBA Limited, a mutual organisation that operates on a not-for-profit basis. Your policy, the fund rules and any complaint go through GMHBA. That also means your waiting periods transfer between Frank and GMHBA policies in the usual way when you switch.

What Frank sells

At 1 September 2026 Frank's open hospital policies covered Basic (an accident-focused policy), Basic Plus, Bronze, Bronze Plus, Silver and Silver Plus, including 'Max' versions of Bronze Plus and Silver Plus. There was no Frank-branded Gold policy: for Gold you would need a GMHBA policy or another fund. Every Frank hospital policy we found carried a $750 excess, which is within the Medicare Levy Surcharge limit for a single policy. Frank policies were listed with the age-based discount for people who join aged 18 to 29, and include emergency ambulance.

One consequence of the single excess level: if you want a lower excess to reduce what you pay on admission, Frank's range won't offer it.

The GMHBA figures behind Frank

GMHBA (including Frank) accounted for 1.8% of Ombudsman complaints in 2024–25 against a 2.1% market share, with no investigated complaints. Retention was 79.9% (industry 85.0%), benefits paid were 81.9% of premiums (industry 84.5%) and management expenses were 14.5% (industry 10.9%). 86.3% of in-hospital medical services had no gap, close to the industry's 87.1%.

How to read it: complaint share is the fairest single comparison of service across funds of different sizes, because it's measured against market share. Benefits as a % of premiums shows how much of the premium pool went back to members as claims; a mutual that returns more is not necessarily cheaper, and a fund can move this figure by changing prices. The gap measures show how often members avoided an out-of-pocket medical bill after a hospital stay, which is what most people mean by "good cover".

What to check before you join Frank

  • No Gold tier under the Frank brand. Pregnancy and some other categories are only guaranteed at Gold.
  • Single excess level ($750) on Frank hospital policies.
  • Performance figures are GMHBA's, covering both brands.
  • Over 31 and joining for the first time? Work out your Lifetime Health Cover loading first, and if you earn over the threshold, check the Medicare Levy Surcharge you'd avoid.
